Seems pretty standard to me. that call handler has no way of knowing it’s the president’s son trying to avoid giving his name rather than a crank making up stories trying to waste their time.
If someone calls, they should send someone. I have called 911 to report yelling I heard at aneighbors's house, declined to give my name or information on who I was, and they sent someone.
But they asked you your name and you declined. Same as with Barron. And they sent officers despite him not giving his name. Same as what happened for you.
You both had your reasons to decline but it’s still normal for the operator to ask who is calling.

Don’t know about 999, but it’s standard practice for 911 to ask the caller’s name and location. Yes Barron was well intentioned here but plenty of young people do like to make crank calls that waste public resources if someone sends out a patrol car to respond to a fake call.
