I didn't realize she is only in her mid 40s. I thought she was much older what's going on

Virginia has had a democratic governor before. The state senate is only 21R-19D. It only takes 2 democratic defections to kill a bill. It’s not likely to that any outlandish policy ideas will survive the state senate. If they do survive the senate there is a non-zero chance that the governor will veto the bill.
