The house in your original post has a great location and looks pretty good to me.
Obviously you should look at it yourself and make a determination on the noise, but we live across from I-66 and the noise doesn't bother us. There was almost a year when they tore out the (old, green, metal) barrier wall and put in a (new, tan, stone) barrier wall, during which the noise and visuals were awful, but now it is fine.
The 1650 Kirby House is practically a tear down, overpriced at $1m. Also, Kirby is a very busy road.
We are McLean pyramid but I would say don't hesitate to be in the Marshall or Madison pyramids - lots of nice homes in your price range in Vienna/Tysons.
You won't find anything 'perfect' in these areas at $1.2m, but I would focus on location, space and bones, and then you can update/improve the interior of the home over time.
