The barrier of entry is often a college degree and willingness to complete a certification program. Some districts are really desperate.
I’m a career changer and I now mentor others. The biggest issue (to me) is the revolving door. We can always find people willing to try teaching, but we can’t find people willing to stay. People exiting often cite working conditions as their reason for leaving (lack of work/life balance, unsustainable responsibilities). They don’t mention pay often.
But “education” does answer the question “where are the jobs?”
