Oddly, one of the Rocketship QSRs is incorrectly linked in the row for Roots, which wasn't up for a QSR or review this year.


The PCSB and parents really need to look at the trajectory of performance. At the last QSR, Legacy was 88% proficient in one domain and 77% proficient in the other. In this most recent one, they are 63% and 59%. Declining student proficiency, rapidly eroding enrollment and now the classroom reviews from the QSRs show a significant drop off as well.

For RISE, it's hard to know what's happening since the pie charts in the QSR show lower performance than the prior QSR but the tables show better performance. PCSB errors most likely. Their errors seem to be the norm these days. One would hope there'd be better quality control when the stakes are high -- like when data is being publicly shared as schools come up for review.

They may fire Appletree to save money-- a dumb idea bc Appletree's brand is stronger than Rocketship's, and cutting preschool funding will only worsen their appeal IMO.

The Appletree partnership was always a bit odd, as it was a bit like having a McDonald's in a Walmart. Appletree didn't need Rocketship, and the association wasn't helping their brand. Rocketship was talking about starting up their own PreK program, but a decade later and it still hasn't happened. AT was a good selling point for PK aged kids, but the families would change schools as soon as the kids were about to move into the "Rocketship grades".


I always assumed the real purpose of the partnership was to help Rocketship finance their buildings. Like how Legacy Prep at one point had a whole other school in an empty wing.

Schools contract with Appletree because Appletree makes it a lot easier, they do a lot of the admin work and supply the teachers etc. Harmony is another example of a charter that tried to improve enrollment and retention by having an on-site Appletree. Nothing really wrong with doing this IMO. But the plan to cut costs by in-sourcing the preschool seems unlikely to succeed. It says in the board presentation that retention from PK into K is poor, and that's probably because Appletree is better than Rocketship.


Appletree is pretty self-sufficient in those situations, but that just makes it more misleading for prospective families. They *think* the level of quality they're getting from Appletree is indicative of what they'll eventually get from Rocketship, but that isn't the case. And it's slightly different from the Legacy situation, as Kingsman was just leasing space. From a compliance perspective, it was its own entity, serving as a tenant. Meanwhile, Appletree @ Rocketship is still, for all practical purposes, Rocketship, as far as metrics and figures go.

The PCSB is asleep at the wheel. From the info you posted -- how are they allowing Rocketship national (which is paid to manage Rocketship DC) to appoint the members to the Rocketship DC board? There's trouble in other states and a governance structure that undermines any checks and balances.

Tennessee seems to have some issues too but not struggling as much as Texas and DC.
