I found a tankini swimsuit at Amazon that is square cut top and boy shorts on the bottom, which was the combo I wanted.

Albion Fit has a lot of conservatively cut suits. I don't know how they fit on short women though.

Yeah, I second this. They also make petite sizing in swim.

Spanx makes a high necked suit that is said to run small. The bottom is not a boyshort but is a fuller coverage style.

Yes, I actually purchased both bottom and top, reading reviews to see what might fit. The smallest size of 2 is too large.

Have you looked at Talbots? They have their Aqua Club line that includes XS. The size chart says that is equivalent to a size 2.

Remember that you can wear a different brand on top than on bottom - just don't get two black pieces. You can get a black bottom and pink top from two different brands, for example.
