I'm no lawyer but I thought an NDA or cash settlement cannot take precedence over a criminal prosecution. If laws have been broken, victims cannot be held to a hush money or signed agreement for them to remain silent. Am I wrong?
Also, if this relates to what Acosta did, what gave him such broad and sweeping power? If it didn't cover Maxwell then why does it cover others? And how would anyone know who it does or doesn't cover? Why can't what Acosta did be reopened?

Prosecutor can't get a conviction on a "he said, she said" if she won't say anything.
