If a coach has a reliable track record of providing a competitive team, why shouldn’t the tournament let them in?

You better get an IG account so you can learn today! At that level, kids are flying across the country to attend both training and enter tournaments in regional saturated markets. Some kids homeschool so they have the flexibility to do stuff like this which is at a high level, and comes with a high price tag.
