I will say a couple things
1. Scented body lotions and soaps – a lot of people have skin irritations. I usually get a basket or two of these every year from a friend or relative. They go to the donation bin.
2. If you know, the person likes chocolate or coffee or wine, these are quick and easy and usually a hit.
3. Candles, if you know they like candles.

If you are buying in person, try to go to a small shop. Doesn't really matter what you buy but you can also mention that it's "local"
