You have no way of concluding that because for all you know, every applicant submitted scores.
Actually I do. The Common Data set says in 2024 37% submitted SAT and 6% submitted ACT. If you know anything about college admissions you know that any test optional school is going to have inflated scores.

Untrue! It really all depends on your student.
UMBC is an excellent university and getting in is out of reach even to many good students.
Thousands don't get accepted every year. It certainly isn't automatic.

They are? What is the average GPA at schools that are more selective meaning less than 75% acceptance?
