This. The D1 thing is the factor to focus on here. People like my son, a nerdy non-athlete at one of these schools, absolutely had to submit their sky high test score to get in.

OP, if you're not a recruited athlete, you need scores. Look at the high % of enrolled students who submitted scores.
At Michigan, submit scores unless an athlete or otherwise hooked (rural or FGLI). Maybe you can get lucky TO applying to LSA in an underscribed major, but kids are not getting into LSA Economics, Ross, Engineering, Public Policy, etc. TO from the DMV or other urban areas unless majorly hooked.
