How do you know there is no damage? I was rear ended in DC. WE both stopped, the guy was apologetic. My bumper looked totally fine. I took it to the shop and sure enough it had to be replaced. I saw the damage once they took the bumper off. You are not able to assess the damage in 3 seconds and determine it's nothing.
