That's actually so true. The city led by Tony Williams, Fenty and Vince Gray kept improving, and everything seems worse under Bowser (crime, education).
The problem is that we have no better options. McDuffie and Lewis George are terrible.
Bowser is a Fenty protoge. the progress was Tony Williams with a big push from Gray.
