You don’t get selected to train to be a Navy diver without being a highly proficient swimmer. Not necessarily competitive with fast times.
BTW, people get washed out of BUDS all the time – mostly its injuries due to the training – which is a lot more than just swimming. A lot of running, running carrying logs on a beach, etc.
That's on purpose also.
