Often top public universities place expectations on their athletes that make pursuing challenging majors impossible.
I'd look at an Ivy or a LAC (if engineering isn't on the list of possibilities) or a similar school with lots of academic options, no restrictions on changing major, and an athletic program that's good but not overwhelmingly so.
As to whether Ivy or LAC it would depend on how hard they want to work athletically, and whether a slightly bigger or small school resonates with them.
