I've used the Norwex makeup remover cloths for over 20 years. They are microfiber and a bit smaller than a regular wash cloth. All you do is get them wet and just wipe your face. They remove all oil from your skin and easily take off mascara. Just a piece of cloth and water.
It's truly amazing. I'm still using the same 3 cloths from 20 years ago. About 10 years ago, I bought 3 more. These 6 cloths look and perform as well as they did when I purchased them.
If I'm not wearing a lot of makeup, sometimes I just wet a corner and use that, then the next day I wet the opposite corner. This way I wash the set once a week.
The $27 Amazon price for 3 may seem high, but they are totally worth it and you will never spend money on makeup remover again, so you will break even pretty quickly. The price from https://www.norwex.com/ is $23 but with shipping is more than Amazon. There are also Norwex reps if you can find one.

The only thing that has ever worked for me is cleansing balms. They sell a few at Ulta/Sephora. The one I like best is from a Korean brand Beauty of Joseon.

I love micellar water for the face but agree it doesn’t do the best job with mascara. I like neutrogena’s eye makeup remover.

The bioderma micellar water does not remove all of my makeup and definitely doesn’t remove my mascara (I know this bc I do a double cleanse and there is still makeup that comes off with the follow up cleanse).
I use a cleansing balm first (I also like clinique take the day off), but I need to also press a wet warm washcloth on my eyes for like 20-30 sec to be able to wipe off eye makeup. Then I wash with something like la roche posay gentle cleanser, and all makeup is off after that.
