Putting a kid in a booster too small for an adult seat belt is not bubble wrapping your kid. It’s common sense.
OP you can only control whats in your car or what your kid does. Have some boosters in your car for other kids and send one with yours if the other person doesnt provide. I did this.

It's a racist law, and it's also designed to financially hurt poorer people as well.

OP, it's not legal but also nobody is ticketing this. You can make your own kid use the appropriate seat and you can require appropriate seats for anybody you're driving in your car. This may mean you don't carpool.
Drive carefully leadfoot momma. The world doesn't run on your schedule, so allow more time for slower and safer driving and your kids won't need to be ensconced in a ridiculous roll cage safety seat.
