MCEA will advocate for the creation of a new plan that:
1. Includes MCEA input in the design.
2. Limits the financial impact on other system initiatives.
3. Limits the impact on other system initiatives that are successful and should serve as models for expansion.
That's not a plan suggestion. Those are requests for a new plan with basic guidelines.
