Canada is all in on global warming, and has largely shut down its manufacturing base as a result. The economy is centered around being a finishing school for Chinese manufacturing to import into the US.

Why would permission be needed? Reagan made comments publicly while president and there is no need for permission to use the content of his words because they are in the public domain.

The Canadians are encouraging everyone to listen to whole speech to get the context. It doesn't seem to me that they misrepresented his position at all.

This is why "America first" is an intellectual dead end and those who constantly bleat about it are, frankly, myopic idiots who have only known good times so they have no idea how valuable our soft power is.
