+1 And getting extensions of up to 10 days is also highly uncommon for kids with 504s and IEPs. People just want to make up these things and feel victimized and blame "special needs kids".

I know some teachers have favorites. My DD is much appreciated by teachers and was allowed to keep her phone and use her chromebook in class when other kids were not. Why? Because some teachers saw she was reading classics instead of goofing off and playing video games. She's an excellent student, and generally quiet and well-behaved, so... sometimes leeway is given.
Your child should not be reading during class time. You are the problem and should restrict the phone.
