Things like this should be traced by the CDC and find the orgin person who brought it into the country, then trace it back to where the outbreak came from and treat those people to erradicate it.

Nevermind, coming from a ranching and ag family I read that as Hoof and Mouth Disease, the zoonotic one. Still, it seems most HFM cases in recent years are originating in China, so that would be a good place to start, to quarrantine all travelers from there.
