I'd advocate for the states to require you file your state income tax return, along with your federal, first, via mail or an electronic system that goes to the state government first. The state withholds taxes equivalent to what their citizens send to the federal government. The key is that the states have to structure this so the IRS doesn't have a good case against the average citizen. You need the fight to be over the states' actions.

I agree. We who live in Blue states, who pay far more in taxes than the Red states, should just escrow our tax money. The money Trump is withholding from Blue states has already been approved by Congress. If he is illegally withholding federal money from Blue states, those Blue states should withhold money and use that money to replace the money Trump is illegally withholding. It makes sense. It's OUR tax dollars he's withholding. Keep it in the state.
Trump isn't just withholding, he is sending billions to his cronies in Argentina and elewhere.
