I was in HS in the 90's and can assure you the ONLY person wearing a flannel dress was Angela Chase, on My So-Called Life. And it was neither cute, nor hot.

Like the 90s?

You throw an oversized flannel shirt over a ditsy floral slip dress that's layered over a white t-shirt.

Cut-off jean shorts with opaque black tights underneath also work well as a base. You can wear them with a long-sleeved waffle tee and tie a flannel shirt around your waist. You could also cut the sleeves off of a flannel shirt and wear it open like a vest over a tee or tucked into the shorts.

Pair Docs or combat boots with any of these.
