I'm still fairly young (in my mid-40s) but worry that in another 10 years for sure agism will become an issue. I am seriously considering going back to school and getting a master's degree in counseling. I can survive another 5 years, I may be in a position where the pay cut is not an issue.

I'm in a similar boat but after 20 years of fed consulting/contracting! Even commercial consulting/management jobs for which I've interviewed end up circling back around to wanting me to stand up or bolster their fed practice. Have you considered local government roles, OP? The county gov professional staff (think HR, planning, operations) with whom I've interacted seem to have that illusive "meaningful work" and decent work-life balance. If you don't mind proposal writing, you could also pivot to grant writing and work at a university or other research/non-profit setting.
