Going forward, the government seems to be planning to 1) lower refugee quotas overall and 2) prioritize white South Africans when granting refugee status (although not exclusively). It sounds a lot like a "whites are preferred" policy even though they will no doubt accept a certain number of non-whites.

This is the OP. Yes, that's what my research indicates. The Trump admin has suspended the entire refugee program EXCEPT FOR Afrikaners, who have a specific carve out in EO 14204 (2/7/25).
Section 2(b)(ii) of that Executive Order states:
“The Secretary of State and the Secretary of Homeland Security shall, consistent with applicable law, prioritize humanitarian relief, including admission and resettlement through the United States Refugee Admissions Program, for Afrikaners in South Africa who are victims of unjust racial discrimination, including racially discriminatory property confiscation.”
It's crazy and unprecedented in the history of the US refugee program to ONLY admit refugees from one very narrow racial/ethnic group from one specific country to the exclusion of all others.
