They're wrong. But OP will discover that soon enough. There's a reason the NJ and DE beaches are empty in December. This isn't rocket science.
NP here. I can't speak for NJ beaches as I haven't been to one in many years but I go to Bethany and Rehoboth quite often in the winter (my parents and in-laws both live there) and I can assure you that they are not empty in December. The beach itself, sure, but the towns have plenty going on. Now, January and February, that's a different story.

And while you are obviously not going to get in the ocean, I have had days in December where I was walking on the beach in a T-shirt. It doesn't get much colder there than here. The DE/MD beaches have so much going on for the holidays--it's a huge tourism season for them so many businesses stay open. Its really January when things start to close down and re-open in April.
