I’d feel differently if it was a week out but that’s a super early school deadline if it is Nov 1.

The worst they can say is no but I think you should put a little pressure on and see.
Pressure? I would have suggested to be extra nice and apologetic.

I will absolutely try, but I understand that school counselors are super busy and my daughter isn't the only one who needs transcripts. She has been very standoffish with me about the entire application process and wanting to do everything alone and that I needed to let her do it alone and now this has happened. I'm also upset with myself about not standing my ground. I do remember asking her about the deadlines and I was told that she had it 'under control'.

The counselor sent a deadline of last week. She did not fill out the forms to send transcripts to those universities that are EA. I'm not sure that the school will be able to send them since my daughter did not submit the form by the requested due date.

Many high schools have this process so that they have enough time to get it all done. They know full well that some students will forget to request by the high school's artificial deadline.
That does not mean the high school will fail to get it done. Just submit the request now. And submit the apps by the app deadline. In all likelihood, the high school will get it done.
Also keep in mind that many colleges allow a grace period after the deadline for receiving documents from the high school. This is unstated. When it's past the deadline and the school docs are still not submitted, call the admissions office to ask about this.
Most document deadlines, even for 10/15 app deadlines, are not until November.
