I explained why in my original comment. And it’s replaced with “whom”, and my guess is that if the mayor is recalled the Council chairman would take over until a special election took place but I’m not sure, did you try looking it up first?

EHN is definitely getting old, but R. White is not my favorite either. Interesting however that he is running for this, while Oye Owolewa (current shadow representative) is running for Anita Bonds' council seat.

Oye should have run for this. He has more name recognition.
