That's what every teen does as soon as they have a few minutes of privacy. NBD. But yes, that's likely what OP's daughter is doing.
So what if she is? It’s her free time and her body. It’s healthy and she isn’t hurting anyone. I would just respect her privacy and let her do this.

Typical I guess but it bothers me too. My 17 yo does this even when she has nothing scheduled or going on. My 15 yo will kind of engage with the rest of the house/family (ie come out willingly and not just when asked) and seems to get bored of phone time but the 17 yo never seems to.
