I can’t imagine why you think you have any role in your colleague’s decision. I know you mean well, but this is an obvious myob. He is a grown adult, not a child; he obviously know the risks.

Here is what you can do to make it safer for all:
1) Try to have it outdoors. If not outdoors, try to open the windows and have some HEPA filters running.
2) At the entrances, have a couple baskets with individually wrapped KN95s/n95s. That might encourage some people to wear masks, especially if they are sniffly.

If your co-workers won’t do this so that a dying guy can be there in some safety, they aren’t worth much.
