It's not necessarily that your job is on the line. They have to report accrued vacation as a liability on their balance sheets, so some employers hate it.

In NY, this is probably illegal if you haven't used all your NY accrued paid sick allotment. It may also be in violation of state wage payment laws, depending on how your policies are written. A lot of states consider accrued vacation to be the same as wages due, so they can't just take it from you this way.

Off topic, but this is the 3rd time recently I’ve seen the OP refer to a female manager and a response refer to a male manager.

Agree that they may be looking to downsize and accrued vacation is a liability. They also may be afraid that you plan to leave and they will be hot by a payout.

Ask her why.

Does your work payout both vacation and sick time at separation from the company? If they only payout vacation, maybe that explains it?

I would simply say.... "That doesn't feel like the right thing to do. I'm actually sick so I think I should be using sick time for this.

Ask her why she asked you to do that.
