$1700 is a deal. You need to lower your other bills. What’s your car payment? What’s your rent/mortgage? Lay out your other bills and I’ll explain what you should cut before you cut the money your children need to live.

NYC child support calculator. 2 kids equal 25% of your gross income or $2025 per month/24,300 annually. You’re paying 84% of that amount $1700 month/20,400 annually.
Technically you have the kids 40% of the month but the overall support agreement is usually based on the needs of the children.
Some city taxes are taken out of the gross income. Not federal or state though. It’s more complicated than just a straight calculation.

Adjust your expenses. A judge is going to go by the calculator. Your expenses are determined by you, fix it.

If there are guidelines, not likely there is much you can do. But seriously, $20k support per year for your kids isn’t a lot. A judge isn’t going to have sympathy. Your first duty is to support your kids. Do you need a car? Can you get cheaper rent?
