I'm assuming that he does a lot of cash jobs and just doesn't want to report the income or pay any taxes. If I'm right, then even if he files now and starts paying quarterly, that's a double whammy on the budget, both his debt and him taking home less because he's withholding.

More info needed. But the bottom line is you must file. You incur penalties and it doesn't go away. Ask me how i know.

Has he paid estimated taxes on his income? If he has and is due a refund, he must file within 3 years to collect that refund, otherwise the Feds keep it. This tax snowball will continue to roll downhill until its addressed.

He can either file the taxes himself, starting with the earliest and moving forward. Or contact an EA Enrolled Agent to do the returns for him and communicate with the IRS. What is doing with all those IRS letters??

Fours years isn't that bad really, depends on if he owes $$$. Then that could be a shocker. Get on it.

PP is probably thinking about the window for them to challenge errors on your tax return if you file one. There is no statute of limitations on failing to file a return. Youre right that their 3 year window to collect a refund has passed for the earliest years.

OP, does your DH not understand that if he owes the IRS money (extremely likely unless he has been making payments and just hasn’t filed), every single day that he delays making those payments means he will owe MORE money. The penalties are assessed every months payment is late. This is money that you could have used for your family. Make an appointment with an accountant ASAP and tell him to gather all of his documents. Does he stop the ball like this in other respects?

If he has employees and he isn't withholding taxes for them, he could have huge penalties or go to jail. And if he isn't paying fica for himself, he is going to be screwed in retirement...and you and your kids are going to be screwed if he dies or becomes disabled. If he isn't willing to fix this, I would truly consider divorce. Not just because he can't get his shit together, but because he may be hiding serious debt or other issues--or is staying willfully unaware of them.
