+1
Think about the level of obliviousness you would have to play blaring music that can be heard INSIDE someone else’s house on a weeknight.

You knock on their door and say "I'm so sorry, could you turn the music down, our kids have school in the morning and can't sleep". Or you put a note in the door.
You buy noise cancelling ear phones as well.
You are not the one making the racket, yet you start by apologizing? That's projects weakness and they will just laugh at you.

Tell them kids have school in the morning? They’re not stupid. Why would me requesting this make any difference? I wouldn’t be telling them anything they didn’t already know. The noise ordinance is me requesting it.
Just call the non emergency line. The police will knock on the door and ask them to turn it down. It’s the same thing but you don’t put yourself in a conflict with neighbors.

At what point would you call the non-emergency police line and complain? This is loud, throbbing, dance music that we can hear from inside our house. Normally (on a weekend), this wouldn't be a big deal, but it's the middle of the week and I'm getting pissed.

Also, if you are white and they are black or Latino, I especially would not complain unless and until it becomes a problem.
If they are white, I’d wait till midnight to complain.
Is it possible parents are out of town and teenagers are throwing a party?
