Correct. It’s a catch-22. You cannot register an AR15 in DC anyway, due to it being specifically banned by DC gun laws.
So if you theoretically had an AR15 sling over your shoulder walking down U street, you’re still getting prosecuted for having an unregistered weapon.
This is all much ado about nothing.

Adding, they also seem to make clear that felons in possession will still be prosecuted.
