If you all don't follow thru you all don't really care enough about seeing each other, do you?
You can't really use punishing Larla as the reason nothing ever happens.

Delusionally-nostalgic social wishing with no intention of actually following through, likely due to alcohol and/or other substance use.

Yes. Why is everyone so paralyzed if she does not plan? The idea itself was a good one.
Eh because we are all super busy ourselves and since she started the chain, she should at least follow up, don’t you think? ‘Hey, so glad this is coming together. I’m in! Can someone find a restaurant?’
She literally just doesn’t respond. At all. And then 3 months later, will start a new email.
Doesn’t anyone call her out, even nicely, like "yes Larla, the 25th works, can you make the reservation and send the evite?"
Yes! Not that directly, but someone will eventually say something along these lines, and… crickets.
I’ve also communicated with her off the chain and tried to gently suggest she should respond ‘hey, I saw the group email, I can’t attend on that date, but it looks like there’s a group who can, so is there a location chosen?’
And I receive an evasive or clueless sounding response back. Again, almost as if there isn’t a recollection that she started the talk of the plans
That is super weird. It doesn't even sound like she's doing it for the attention. Is she flaky in other ways?

Hmm I sometimes wonder if she remembers the emails
Drunk dialing? Email version.
