Both things can be true. My kids' school literally sends a message saying that the teacher assignments will be announced on day (usually the Thursday or Friday before the start of school), that also says all assignments are final, and not to ask for changes.

Interesting, thanks. It’s got some of what he registered for on it but nothing for English or math.

If there’s room, some schools allow changes that are by choice rather than to correct an error. Others will not change the schedule due to the student’s regrets.
