There is also a new executive order on grant funding that overhauls the entire system (what will happen in the transition period?), will only fund projects that align with Trump's interests, and which can be turned off arbitrarily. This makes it pretty much impossible to use grant funding to fund graduate students or to commit to long term research projects, as you won't know beyond one year how much money your lab has. As frequently pointed out, California pays a lot more in federal taxes than it receives in federal funding, including its UC system. So most of those hardworking taxpayers have little to complain about given that their states are likely receiving more than providing. Also, UCLA hardly has a large endowment compared to any private school in the top 50. And most of that endowment is earmarked for medical research, which most sane people would agree is good for the nation/world.
