This. People saying a kid should do this for free or $5 are insane. You can't even get a Starbucks drink or a kids meal at CFA for $5. If you can afford to travel for 6 weeks, you can be generous here.
The kid is watering plants on days of no rain (and assuming Op is posting locally we all know that weve been getting daily evening thunderstorms).
Op puts a hold on the mail.
So the neighbor kid is there watering on occasion and for like 10 min.
