No. It's the carry-on.
No, it’s not. The one from Target that OP posted is a backpack and fits under the seat.

You’ve obviously not done this. I’ve never had an issue with it as my personal item.
How do you fit it under the seat in front of you?

I can’t believe how much it holds and now my husband wants to steal it for work trips. I was able to bring that and an away carry-on and no one questioned the size of the backpack as a personal item. You can expand it or shrink it with the zippers in case you question about its size. I was skeptical because of the price and it being at target But again can’t say enough good things about it.
Oh wow, thanks for the response! How did you find the quality? There are a lot of reviews on the bags ripping at the seams (but those are the same negative reviews on *every* bag I’ve researched—likely overstuffed?) Also, is it obviously larger than a backpack? I’m worried about it being flagged as too large for personal item.
No these aren't personal items. They are a carry-on you put on your back. You get it so you can walk on bumpy surfaces/stairs and keep your hands free.
A good add-on is a small folding backpack like this to store inside and use as a day pack once at your destination.
