No. It was a bad guy who had tried to rob someone earlier and by chance happened to try to rob an ICE agent who was off duty.

The study is on “immigrants;” not “illegal immigrants.”

This is what happens when you do not identify yourself, do not have a warrant and wear a mask in civilian clothing. The NRA has warned US for years this was coming. This is why the country has armed itself.
Did you even read the article? The CBP officer was off duty. He was sitting in a public park when the subject attempted to rob him. This has nothing to do with ICE agents wearing street clothing while making arrests.
