If you are a 13-14 boy going sub 5:10 in the 400 IM LCM and they are stressing about summer league all-stars there is a problem.
Not 'stressing,' but just 'would like to go and be with friends.' when my kid was 13 many years ago they finished 4th in 400 im at PV champs and didn't make NVSL All Stars. If they had to do it over, they might have rested more before Divisionals because there are plenty of more club meets coming for a 13 year old and IAS is fun.
