Art schools don’t care as much about GPA or scores if you have an amazing portfolio.

You actually have a pretty good list.
I'd drop out SCAD anc add in VCU and Loyola Marymount.
My kid was at a top private hs in DC as a B student with similar interests. His college counseling office really, really liked Emerson, particularly as a place where you can actually get a job once you graduate. My son end up doing something entirely different, but when we were all thinking film, Emerson was high on the list

My kid is graduating from Baltimore School for the Arts. Surprising number of film kids going to Temple and to Point Park in Pgh. Could be worth looking at as safeties?

Honestly, they all do, if the kid is really talented and winning awards for their work, etc. I would put NYU at the top of the list that considers talent most. Tisch was test optional for those submitting portfolios/auditions way before Covid. YMMV

Reaches, but worth trying with portfolio: USC. UCLA. NYU.
Others: Syracuse, Ithaca, Chapman, SCAD, Emerson, would like to add one more.
Emerson is a favorite of mine. I would look at Pratt, Loyola Marymount in LA, BU, CU Boulder, FSU, VCU and Temple.
