Even pre-puberty, there's a slight physical differential, and that differential favors boys. And afterwards... the 200 meter record for 17-18 year old girls is 23.24 seconds, just a bit faster than the 23.37 second record for 11-12 year old boys.

I've heard the women's national soccer team loses against regional U-15 boy's soccer teams, but is relatively on par with U-14, for what it's worth.
