Would she be interested in Temple? Not everyone is, due to high crime in the surrounding neighborhood, but it's an excellent school that meets some of her criteria. Her stats would make her strong enough to get some merit. Also, maybe Philly's Thomas Jefferson University and St. Joe's. They are in nicer neighborhoods and are generous with aid.

OP. We dont qualify for low income, and her school does not rank. SAT superscored from three takings, prepped, DC does not want to retake again. Which east coast lacs are generous with aid? We will look into Case Western. Thank you
Question has been asked but you haven't responded. How does that GPA compare with the rest of the school? This is an important piece to it. Will it be impressive compared to other students?

It may not be enough for her state flagship university. It may also devalue her very high GPA. How do you explain the person consistently gets top grades in class but does so average on SAT. She should be able to do much better with preparation.
