Disagree. DH and I are both private and not attention whores. He proposed in Rockefeller center. Both of us loved the cheering afterwards. It was personal and meaningful to us. I also love seeing proposals in public. Quite a few of my friends were very disappointed by their proposals where the guy basically just handed them a ring in their own apartment.
Although, of course, it depends on the preferences of the person you're proposing to. You also need to make sure she will say yes if you do it publicly.
