In my experience though it’s always the problematic Cool Moms who stay nearby or at the beach house and buy all the alcohol and get a chance to re live their partying days.

not happening under my watch. I'm nearby the beach house but am not buying them alcohol and am checking in A LOT. And they know I can stop by at any time to check in.

It appears to be a uniquely DMV (or at least Maryland) tradition - both public and private schoolers. IME as a parent I've seen alot of kids that go to Bethany, Rehoboth, Dewey, and OBX. It is certainly not mandatory.
