If DC is a US Citizen or a US Permanent Resident, then important to say so explicitly on the resume someplace.

Some potential employers cannot or will not ask that question, but will only consider applicants whose resumes clearly say they already have legal right to work in the US -- without needing employer sponsorship.

What upper level CS electives is DC taking?

Those will drive their job options. I can suggest specific places to apply if I know which upper level CS electives DC took and will take.

Most Engineering or CS graduate programs are fully funded - students are paid either as RAs or TAs. RA usually is better than TA, btw.

Look for a job, take GRE, and also explore grad school options.

Yeah, but if he is not getting a job after graduation parents are still going to pay for expenses.
