Well, now that this administration made it permanent and he’s no longer working remotely since he’s in the office each day, sounds like he’ll be able to stay. Can he ask his management to find out? Or is he trying to fly under the radar?

This happened at my agency, too. (My former one, I was gone by then.) Initially they assigned them to local offices, then they made them move to DC.

But is forcing an official relocation to DC something you think they can do? How? Just arbitrarily change your duty station on your SF50?
6:26 here. The way it worked in my agency was those on remote work agreements were told the agreement would be cancelled effective X date. That essentially forced people to move before that date or quit. I know someone who tried to renew the RWA after January but before X date, and they refused to renew it so that person ended up in DC much earlier than X date.
