If you want to hold a block party and not cover the costs yourself then you need to actually get a group of neighbors together to plan and split any costs. Or just organize it as a pot luck. It sounds like this lady wants to get some sort of accolades for being “so community minded” by spearheading a block party, yet doesn’t actually have the wherewithal to get the community together to plan. Conversely she’s just too cheap to actually just throw a party that she hosts.
